ACANs (sole-source notices)

An Advance Contract Award Notice is the federal government's public statement that it intends to award a contract to one specific vendor without competing it. Any other vendor has 15 days from publication to submit a Statement of Capabilities arguing they can also do the work — and force a competition. Post-ArriveCAN, ACANs are politically charged: many of that scandal's contracts were sole-sourced under claims that only the chosen vendor was qualified.
